OUR HISTORY
CARCON Industries and Construction was founded in Dallas, Texas in January of 2000 by Ms. Arcilia C. Acosta. Her vision to create a holding company, CARCON Industries, with subsidiary companies was her goal. Today, CARCON Industries is comprised of five subsidiary companies. In 2003, Ms. Acosta founded Southwestern Testing Laboratories, LLC dba STL Engineers, a sister company to her construction subsidiaries. Today, STL is the only minority and woman owned company in North Texas providing geotechnical engineering services and construction materials testing. In 2013 Ms. Acosta opened the oil and gas division of her companies in the Permian Basin located in Midland, Texas.
CARCON Industries is a Dallas-based, 100% Minority/Woman-Owned Business Enterprise (M/WBE) specializing in transportation, industrial, commercial and education construction. We provide construction management and general construction services for city, state, federal and corporate/commercial clients. At CARCON Industries, we provide services and solutions in very specialized niche markets. We deliver the knowledge, expertise and solutions in the construction and professional service sector that brings unimaginable results to our clients. In CARCON Industries’ 23 years of service, we have never failed to deliver the objectives and goals of a project. Be it schedule, cost, quality or safety – We deliver.

LEADERSHIP
Arcilia Acosta is the President and CEO of CARCON Industries and Construction, a full- services construction firm and she is also the Founder and CEO of Southwestern Testing Laboratories (STL Engineers), a geotechnical engineering and construction materials testing firm – both companies are based in Dallas, Texas. The oil and gas division of STL Engineers is located in Midland, Texas.
Ms. Acosta is an entrepreneur, nationally recognized speaker, philanthropist, and mother. Ms. Acosta and her companies have won more than 45 national, regional, and local awards. She is a graduate of Texas Tech University and Harvard University Business School – Corporate Governance Program. With over 23 years of experience as CEO in the construction/engineering industries, Ms. Acosta excels as a high performing leader with the business acumen and analytical skills needed to drive transformation. She has over 15 years of experience serving as a board member on publicly traded corporations.
